Parliamentary factions disagree over Pashinyan`s proposal to dissolve  the National Assembly

ArmInfo.After the revolution and elections to the Council of Elders of Yerevan, it became obvious that the National Assembly does not express the will of the people,  so it is necessary to form a new parliament. This was stated by Edmon  Marukyan, an MP from the Yelk bloc in a conversation with ArmInfo  correspondent.

He noted that the parliament, according to the Constitution, can be  dissolved only if the prime minister resigns and the MPs fail to  elect a new head of the government twice. "However, if during the  discussions we manage to reach a consensus with other parliamentary  forces, then everything will go according to the scenario we have  planned." As for us, we have always noted that the parliament should  be dissolved and we welcome Nikol Pashinyan's initiative to hold  discussions on this topic. We also welcome early parliamentary  elections, and we believe that we should form a new parliament that  will enjoy the confidence and love of the people, "the MP said.

Answering to the question whether the Yelk faction will support Nikol  Pashinyan, if he does not manage to reach an agreement with other  parliamentary forces, and he decides to "lay siege" to the National  Assembly building again, Marukyan said: "Let's not go ahead of the  events and talk in the subjunctive mood, if such a situation arises,  then I will answer your question, "the MP stressed.

Meanwhile, the opinions of the MPs from the Tsarukyan bloc on this  agenda varied. Thus, MP, Gagik Tsarukyan Spokesperson Iveta Tonoyan  stated that the representatives of the faction do not see any  obstacles to the discussions related to early elections. "I want to  emphasize that we do not see any obstacles to holding negotiations on  this issue, we must first get acquainted with the agenda that the  prime minister will present, after which we will be able to more  fully express our point of view on this issue. In any case, if early  elections are held, we will take part in them, "Tonoyan said.

Meanwhile, another MP from the bloc Gevorg Poghosyan said that there  is no need to dissolve the parliament. "Give me one justification why  the parliament should be dissolved," Petrosyan said.  Unlike his  fellow party member, Sergey Bagratyan said that the current  parliament does not express the will of the people. "If the members  of the Republican Party faction are a majority in the parliament,  while they are not part of the government and the municipality of  Yerevan, they do not express the will of the people." As a result of  the revolution, we have a different political situation , and the  "Yelk" faction, which had only 9 seats in the National Assembly, came  to power, and now they enjoy the confidence of the people, "Bagratyan  stressed. Nevertheless, he believes that one should not link the  elections to the Council of Elders of Yerevan with the elections to  the National Assembly. He noted that the elections in the Armenian  capital do not reflect the point of view of the entire country, and  there is no connection.  In his turn, MP of the ARF Dashnaktsutyun  faction Spartak Seyranyan noted that when the government program was  adopted it envisaged that early elections will be held during the  year. "Therefore, by adopting the government's program, the  parliament gave its consent to holding early elections. Whether they  are held in 10 days or six months, is another matter." Moreover,  there is nothing unconstitutional in holding parliamentary elections.  If the decision of the National Assembly contradicted the  Constitution, the Constitutional Court would have pointed at it when  we adopted the program.As for the discussions proposed by the Prime  Minister, we will take part in them and after listening to all  proposals, we will be able to express our final position, "Seyranyan  concluded.

It is noteworthy that at the recent elections to the Council of  Elders of Yerevan, representatives of these forces collected an  insignificant number of votes of the Yerevan citizens. Meanwhile, the  Republican Party faction unequivocally stated that even having  accepted Pashinyan's proposal to negotiate the dissolution of the  parliament, it will not take this step, because there is no political  need for this.

To note, Prime Minister of Armenia Nikol Pashinyan in New York,  during a meeting with the representatives of the Armenian community,  said that upon his return to Yerevan he initiated political  consultations on dissolving the parliament and holding early  elections in the very near future. According to him, such a need  arose after the results of the Yerevan elections. Pashinyan also  noted that early elections are needed to create a favorable  investment climate and economic development in the country.
