Armenian authorities adjust state housing support program for  forcibly displaced families from Karabakh

ArmInfo. Armenian authorities have made changes the state housing support program for families forcibly displaced from Karabakh. The resolution was approved by the RA Cabinet of Ministers at its meeting on March 26.

According to Minister of Labor and Social Affairs Arsen Torosyan,  more than 5,232 families have received housing certificates to date,  with over 2,336 already purchasing a house/apartment or beginning  construction. The current draft proposes to consider children born on  or before December 31, 2026, as family members, regardless of when  the family submitted the online application and received the  certificate required by the program. This is because, under current  legislation, a child born between January 1, 2025, and December 31,  2026, is considered a beneficiary if the family submitted the online  application and received the necessary certificate  before December  31, 2025.

The second amendment proposes suggests that the current mortgage  repayment support can be used by beneficiaries who, as of July 1,  2025, did not receive a mortgage loan for the purchase of residential  real estate or the construction of an individual residential home,  but instead received a real estate  secured consumer loan  to  refinance a mortgage loan.

The government also revised the amount of support established by the  program. In particular, it is proposed to expand the list of  settlements with a 4 million dram limit, which currently stands at  611, by 150 settlements. This applies to communities bordering  Yerevan. Previously, in the case of Yerevan and the surrounding  communities, beneficiaries could receive compensation in the amount  of 3 million drams upon the sale of certificates, but now, in their  case, the amount will be 4 million drams (Ashtarak, Artashat, Masis,  Parakar, Abovyan, Nairi, Nor Hachn, Garni, Jrvezh).  Yerevan will  receive 3 million drams, some border communities ( 5 in total), will  receive 5 million drams, and  all other settlements will receive 4  million drams," Arsen Torosyan said.
