
ArmInfo.The Prosecutor General's Office of Armenia has filed a claim regarding the Harsnakar hotel complex, which is linked to the former head of the Armenian Football Federation, Ruben Hayrapetyan, located on the shores of Lake Sevan. The court has accepted the claim for consideration. "An interim measure has been applied to the real estate," the press service of the supervisory agency reported.
Specifically, according to information, on December 11, 2025, Prosecutor General of the Republic of Armenia Anna Vardapetyan announced the commencement of work to return illegally expropriated or leased property in the coastal areas of Lake Sevan to the state. The Prosecutor's Office filed lawsuits regarding a number of real estate properties, including: - the administrative complex of the Harsnakar Hotel (address: 50 Yerevan Highway, Sevan); the cottages of the Harsnakar Hotel (address: 48/6 Yerevan Highway, Sevan); and an illegally constructed mansion in Sevan belonging to Ruben Hayrapetyan, former president of the Football Federation of Armenia and former member of the National Assembly (address: 38 3rd Street, recreation area, Sevan). The court has formally accepted three major lawsuits targeting properties located along the Sevan-Yerevan highway
Also, it has been noted that since December 2025, as a result of the execution of the Prosecutor's Office's motions, 83 buildings, both primary and secondary, that were illegally constructed by various individuals on 33 land plots below the absolute elevation on the shore of Lake Sevan have been demolished (dismantled), and two contracts with the Sevan National Park State Non-Commercial Organization (SNCO) have been terminated.
