
ArmInfo. Mesrop Mesropyan, the head of the Public Services Regulatory Commission (PSRC), doesn't care about the possibility of being prosecuted for expropriating private property after the change of power in Armenia. He stated this to journalists in parliament on October 28.
According to Mesropyan, the deadline for completing the administrative proceedings against the ENA (Electric Networks of Armenia CJSC) Is November 18. By that time, the PSRC will summarize the results of the proceedings and make a decision. However, while the proceedings are ongoing, the head of the Regulator will refrain from making any assessments or publishing information.
Meanwhile, Romanos Petrosyan, the interim manager of the ENA appointed for these proceedings, has the right to express his position. "Yes, I have appointed Romanos Petrosyan as the interim manager of the ENA CJSC within the scope of the authority vested in me by law," he stated. However, Mesropyan himself is not authorized to control Petrosyan's statements and actions regarding ENA in this position.
"The interim manager is the head of the executive body of this organization for the specified period. He is currently the executive director of this institution and can freely speak about personnel and structural issues," Mesropyan clarified.
When asked if ENA, as Romanos Petrosyan claims, has accumulated so many problems, then what has the PSRC been doing over the years and why it hasn't responded to existing problems, Mesrop Mesropyan pointed out that the Regulator has been in operation since 1997. Meanwhile, he has only been in charge for 10-11 months and is prepared to report on every hour of work during his tenure, but not for the period prior to his appointment. Regarding the interim manager's future activities after the administrative proceedings are closed, the head of the Regulator stated that if the proceedings result in the revocation of ENA's license, the interim manager will stay until negotiations with Elnet's owner are concluded. If the proceedings are terminated, the interim manager will move on to another position, and the owner will continue to manage the company.
