
ArmInfo.The issue of amending the Armenian Constitution has never been on the agenda of the negotiations to normalize relations between Yerevan and Baku. Armenian Foreign Minister Ararat Mirzoyan stated this at a joint press conference with the OSCE Chairperson-in-Office, Finnish Foreign Minister Elina Valtonen.
When asked what other conditions Baku is putting forward for signing a peace treaty with Armenia besides amending the country's constitution and dissolving the OSCE Minsk Group institutions, the minister noted that the journalist who asked the question had already listed them: dissolving the OSCE Minsk Group and amending the constitution. He also acknowledged that Baku has always put forward the dissolution of the OSCE Minsk Group and amending the constitution as conditions for the final signing of a peace treaty.
"As you correctly noted, the Minsk Group issue has essentially been resolved; there's a political solution, and the technical issues will be resolved by December. Regarding the Constitution, I consider it necessary to note that, as before, so now, such an issue is not on the agenda for discussions," Mirzoyan stated.
The Armenian Foreign Minister reiterated that the question of amending the republic's Constitution or adopting a new one is a purely domestic political matter, and it's up to the people of Armenia to decide.
"Armenia has never made and will never make such commitments to a third party. This is a domestic issue. Yes, Azerbaijan continues to link it and point to it as a condition. We don't see this connection," the diplomat emphasized.
