The life and dignity of businessman Stepan Samvelyan, who is accused of "assassination attempt" on the leader of the Western-oriented "Republic" party Aram Sargsyan, can no longer be jeopardized and are under the responsibility of the state. Lawyer Zaruhi Postanjyan wrote about this on her Facebook page in connection with the deterioration of Samvelyan's health.
The lawyer made an urgent statement, accusing the competent authorities of the country, including the Ministry of Justice and the Ministry of Health, of inaction.
She drew attention to the fact that the health condition of Stepanan Samvelyan, who had previously suffered a heart attack, is incompatible with detention in the "Armavir" prison.
"Although Samvelyan's visible deterioration in health was documented, and during my visit an ambulance was even called, which recorded a slow heart rate (55 beats) and high blood pressure - 170, he was never taken to the appropriate medical facility. Samvelyan is in conditions that make it impossible to provide the necessary medical care. Meanwhile, doctors noted that he needs a mandatory medical examination by a cardiologist," Postanjyan noted.
In this vein, the lawyer recalled that according to a recent report by the European Committee for the Prevention of Torture (CPT), the prison has only average or unsatisfactory material and technical conditions, and the provision of medical infrastructure is clearly insufficient. "Let me remind you that Stepan Samvelyan has a partial loss of speech and memory, but, unfortunately, using all this, the law enforcement system accelerated the process, and today it was announced that the preliminary investigation was completed," the lawyer noted.
She drew attention to the fact that the Human Rights Defender's office did not even respond to the situation. According to her, she has not received any response or information from the Office of the Ombudsman of Armenia. "The relevant authorities are fully aware of Stepan Samvelyan's health condition. From now on, any fatal consequences will be their direct responsibility. Their continued inaction violates Armenia's obligations under Articles 2 and 3 of the European Convention on Human Rights, in particular the obligation to protect the right to life and prevent inhuman or degrading treatment of persons in custody," the lawyer emphasized.
In connection with the above, Postanjyan called on the Minister of Justice and the Minister of Health of Armenia to immediately ensure the transportation of Samvelyan to the appropriate medical facility, guarantee his full and continuous treatment, and thereby prevent irreversible damage to health or death of people, for which the state will bear full responsibility.
Stepan Samvelyan is accused of organizing an assassination attempt on the leader of the Republic party Aram Sargsyan and has been remanded in custody for 2 months. However, Samvelyan does not admit his guilt, and his lawyers call the accusation absurd.
