Many identified in Nov. 9, 2020, unrest case - Investigative  Committee

ArmInfo.  As a result of active investigative actions, many persons who took part in the riots of November 9, 2020 have been identified. This was stated on May 12 from the rostrum of the National Assembly of the Republic of Armenia by the Chairman of the Investigative Committee of the Republic of  Armenia Artur Poghosyan, speaking about the progress of the  investigation of the criminal case on the attempt on the life of the  then Chairman of the National Assembly, and now the Minister of  Foreign Affairs of the Republic of Armenia Ararat Mirzoyan.

Since September of last year, hearings have been held in the Yerevan  Court of General Jurisdiction on the case of the beating of Ararat  Mirzoyan.

By the decision of the judge, this process is being held behind  closed doors. Mirzoyan was beaten on the night of November 9-10,  2020. As part of the criminal case, charges have been brought against  athlete Torgom Asatryan, who, however, denies the actions  incriminated to him. He has been under arrest since February of last  year.

On November 10, 2020, after the trilateral agreement between Russia,  Azerbaijan and Armenia on the cessation of hostilities in  Nagorno-Karabakh came into force, protesters broke into the Armenian  government building and demanded the resignation of Nikol Pashinyan.  The protesters also attacked and beat the then speaker of the  Armenian parliament, Ararat Mirzoyan, and two people were detained in  this case. The case against one of the accused has been submitted to  court. According to the prosecution, Torgom Asatryan, having learned  about the signing of the trilateral statement on November 9, 2020 on  Karabakh and the transfer of a number of territories to Azerbaijan,  headed to the parliament building on the night of November 10, 2020,  where mass riots were taking place at that time. Seeing Ararat  Mirzoyan's car at the intersection of Demirchyan and Proshyan, Torgom  Asatryan joined the other rioters, who stopped the car, pulled  Mirzoyan out and began to beat him, kicking Mirzoyan in the head. As  a result, Mirzoyan was hospitalized unconscious with multiple  fractures and other bodily injuries, requiring surgical intervention.   As the Chairman of the Investigative Committee noted, active  investigative measures were carried out in the Investigative  Department of the National Security Service on those events. In just  1-1.5 months, cases with indictments against about ten people were  sent to court, some of which already have court decisions.   Currently, investigative actions are ongoing aimed at identifying the  organizers of those riots.

As for the attempt on Ararat Mirzoyan's life, as the head of the  Investigative Committee noted, there is also an accused and the case  is in court. Artur Poghosyan assured that the Investigative Committee  has no important or unimportant cases, but the priority for this  particular case is obvious. He assured that given the identification  of new persons, the results of the investigation will be available in  the very near future. It should be noted that during the presentation  of the report on the work of the Investigative Committee in 2024,  Artur Poghosyan reported that 1,256 corruption cases were  investigated, 696 of which were transferred in 2023, the rest in  2024. During the reporting period, 69,415 reports were received,  58,085 of which resulted in criminal proceedings. That is, compared  to last year, the number of investigated criminal proceedings  increased by 12.5%. According to Artur Poghosyan's report, 478  criminal cases on crimes committed by minors were investigated during  2024, of which 167 were transferred from 2023, and 311 cases were  accepted in 2024. Of the 478 criminal cases, 60 were completed with  an indictment. 145 active cases were transferred to 2025. In 2024,  2,309 criminal cases on domestic violence were investigated in the  Investigative Committee, of which 761 were transferred from 2023, and  1,548 cases were accepted from 2024.
