Pashinyan announces imminent establishment of special subdivision  ensuring security of regional communications

ArmInfo.In the near future, a special subdivision will be established in the law enforcement system of Armenia with a function of ensuring the security of international communications passing through the Republic of Armenia, and safety the passage of goods, vehicles, and people. Prime Minister Nikol Pashinyan stated speaking at the 4th Tbilisi Silk Road Forum.

According to Pashinyan, the RA government has developed and presented  the Crossroads of Peace concept as an important part of the peace  agenda in the South Caucasus region. The key meaning of this project,  he explained, is the development of communications between Armenia,  Turkey, Azerbaijan and the Islamic Republic of Iran through the  repair, construction and operation of roads, railways, pipelines,  cables, and power lines.

The Prime Minister reminded that the railways passing through the  south and north of Armenia, as well as many highways connecting the  east and the west have not been operating at the regional level for  thirty years, while the resumption of operation of these roads would  provide a short and efficient both rail and road route connecting the  Caspian Sea to the Mediterranean Sea.

Likewise, these rail and road communications could become an  effective way to connect the Persian Gulf to the Black Sea, including  Georgian ports. This project will bring enormous benefits to all  countries in the region, Pashinyan noted, drawing the attention of  governments and private investors to this opportunity.

As the head of the RA Cabinet of Ministers indicated, after his  speech, his team representatives will provide brochures about project  to the forum participants, and will be glad to hear feedback and  receive support for the implementation of this project.

Pashinyan touched upon the principles of the the Crossroads of Peace  concept which are as follows:  Principle N1: All infrastructures,  including roads, railways, air routes, pipelines, cables and  transmission lines will function under the sovereignty and  jurisdiction of the countries through the territory of which they  pass. 

Principle N2: Each country will implement border and customs control  on its territory through its state institutions, and will ensure the  security of the infrastructures, including the safe passage of goods,  vehicles and persons. 

Principle N3: the abovementioned infrastructures can be used for both  international and domestic transportation. 

Principle N4: All countries will use each other's infrastructures by  the principle of equality and reciprocity. Some simplifications of  border and customs control procedures can be carried out under the  principle of equality and reciprocity.

"I would like to confirm Armenia's readiness, based on these  principles, to open, re-open, reconstruct, and build all regional  communications. And the above-mentioned principles are needed in  order to avoid various discrepancies, misinterpretations and  interpretations. In the near future, we will also officially present  this project to the governments of the countries in our region, and I  hope that through joint efforts, including in the conditions of  investor activity, we will be able to implement it" Nikol Pashinyan  said.
