Azerbaijani president will have to honor Brussels agreements - Stepan  Grigoryan

ArmInfo.The Pahinyan-Aliyev meeting in Brussels should be appreciated in the context of the issue of renunciation of the use of force, which, beyond doubts, was raised  by President of the European Council Charles Michel, political  scientist Stepan Grigoryan told ArmInfo.  

"I think the point entitling the EU to propose that the parties settle their disputes in  an peaceful way alone, without using force, is surely in line with  our interests. And, in my view, in going to meet with Charles Michel,  President Ilham Aliyev was well aware serious negotiations at a  rather high level were going to take place - and he would not get out  of facing up to the results. Otherwise, he would have sanctions  imposed on himself," the experts said. 

However often Russian President Vladimir Putin speaks of Russia`s  monopoly over the border delimitation and demarcation process between  Armenia and Azerbaijan, referring to any special maps at the General  Staff of the RF Armed Forces, it is common knowledge all this is far  from being the truth. On the other hand, Moscow does not at all  object to the OSCE Minsk Group resuming its activities, a meeting  between the Armenian and Azerbaijani leaders in Brussels, as it is  well aware of its being incapable of 'warring' against the West on  all fronts. 

According to Grigoryan, it necessitates a fruitful dialogue between  Russia and the EU as one party and the USA as the other - a dialogue  on at least the South Caucasus. Moscow is not ready to give up this  chance.  And even in case of opposition on Moscow`s part, Aliyev will  not be able to decline Europe-offered technical assistance in border  demarcation.  

"It is always and everywhere extremely difficult to go against the  international rules of the game. And even Russia cannot practise it  on regular basis, particularly in the Armenian-Azerbaijani border  demarcation process. The Azerbaijani regime is extremely fearful of  international sanctions and, in this context, it will not dare go  against the EU. In this respect, Brussels is quite an efficient  mechanism to 'curb' Aliyev`s appetite and calls for aggression, which  is in itself a positive factor for Armenia," Grigoryan said.
