Security Council Secretary points to a direct link between criminal  culture and tragic incidents in the army

ArmInfo.Secretary of the Security Council of Armenia Armen Grigoryan pointed out the direct connection between criminal culture and the tragic incidents in the  army.

On February 6, in an interview with reporters, answering a question  regarding the incident that happened on January 30 in one of the  parts of the NKR defense army, which resulted in the death of  conscript soldier Vahram Avagyan, Grigoryan noted that such  situations are in the spotlight. Assuring that relevant work was  being done towards eradicating them, he pointed out that the issues  should be considered in a wider context. In this regard, he pointed  to the fight against criminal culture, since some of the problems in  the army cannot be solved only through reform. Grigoryan noted that  the problem raised is extremely complex, and there is no single way  to resolve it. Meanwhile, he pointed to the steps being taken in this  direction, the results of which will be visible in the foreseeable  future.

To recall, on January 30, at about 1:15pm in one of the military  units of the NKR Defense Army, a Vahram Avagyan received a fatal  gunshot wound. Based on the results of an internal investigation, it  was decided to demobilize some senior officers from the Armed Forces,  including the deputy commander of the military unit for moral and  psychological support, and the division commander. In the same case,  the commander of the military unit and his deputies were subjected to  severe disciplinary sanctions, and demotion was applied to some  officials.

The comrade -in -arms of the deceased David Arakelyan (son of the  former MP Arakel Movsisyan), Khachik Gasparyan and Spartak Avetisyan  are charged under part 3 of Art. 359 of the Criminal Code of the  Republic of Armenia (violation of the charter rules of relations  between military personnel in the absence of subordination relations  between them, which entailed grave consequences).
