Armenia has included in the negotiating agenda for the Karabakh  settlement a proposal on the need to maximize the Madrid principles.   Yerevan also offers Baku and mediators from the OSCE Minsk Group to  begin discussions on the return of Artsakh to the negotiation  process.

"Of course, these principles are supported and promoted by the OSCE  Minsk Group co-chairs. However, given the extreme contradictions of  two of the three principles - the right of peoples to  self-determination and the preservation of territorial integrity,  they cannot be implemented at the moment. . We can talk about this  after a real reduction in the degree of tension on the Line of  Contact in Karabakh and a withdrawal of heavy weapons under  international guarantees, "he stressed.

Commenting on the results of the trilateral meeting of the foreign  ministers of Russia, Azerbaijan and Armenia on the settlement of the  Karabakh conflict held on April 15 in Moscow, Yevseyev described it  as useful. According to his estimates, this meeting was another step  towards reducing tension between the conflicting parties.

According to his estimates, Azerbaijan was interested in removing  tensions, including after the New York statement by the Armenian  defense minister about the readiness of the republic's armed forces  for counter-offensive operations. That, according to Yevseyev,  happened in Moscow. According to the expert, it's still premature to  talk about the more specific and far-reaching consequences of the  results of the Moscow negotiations of foreign ministers of Armenia,  Azerbaijan and Russia.

On April 17, Azerbaijani Foreign Minister Elmar Mamedyarov told  reporters in Warsaw about the US proposal to hold the next meeting of  Azerbaijani and Armenian Foreign Ministers to resolve the Karabakh  conflict in Washington. "Yesterday we received an invitation from the  United States to visit Washington, where the Secretary of State will  also put forward his proposals for achieving a breakthrough in  resolving the conflict," Mammadyarov said.

Since 1992, the OSCE Minsk Group has been involved in resolving the  Karabakh conflict, represented by the co-chairs from Russia, the  United States and France. At present, the settlement process is  proceeding on the basis of the Madrid Principles put forward by the  OSCE Minsk Group in 2007 and the Madrid Principles updated in 2009,  which, among other things, provide for the deployment of a  peacekeeping force in the conflict zone.
