Balayan: Pashinyan-Aliyev meeting should not be an end in itself, but  should have content

The meeting of Armenian Prime Minister Nikol Pashinyan with Azerbaijani President Ilham Aliyev on the settlement of the Nagorno-Karabakh conflict  should not be an end in itself, but should have content, Armenian  Foreign Ministry Spokesman Tigran Balayan stated at a press  conference in Yerevan on September 26 when answering the question  whether the issue of organizing the Aliyev-Pashinyan meeting will be  discussed at today's meeting of the Armenian and Azeri FMs.

"If there is content, there must be agreements on the principles of  settlement. We have many years bitter experience of reaching  agreements and then Azerbaijan torpedoing them." Yes, Pashinyan  stressed once again that all the agreements reached must be  fulfilled. The matter concerns the agreements reached at summits  after the April 2016 aggression, in particular, on introducing  mechanisms of trust in the front line and expanding the office of the  Personal Representative of the Chairman-in-Office, "Balayan said.

He reminded that Armenia has repeatedly stated that Azerbaijan is  still torpedoing the implementation of these agreements. The  representative of the Armenian Foreign Ministry stressed that the  principled position of Yerevan is that it is necessary to create  conditions that will establish a favorable environment for the  promotion of the peace process. He expressed his belief that these  issues will be raised during the Mammadyarov-Mnatsakanyan meeting  today in New York.

He also stressed that the Armenian side does not put forward  preconditions for a meeting with Aliyev.  "Pashinyan stated on  several occasions that he was ready to meet and negotiate with the  leadership of Azerbaijan on behalf of Armenia, but, as I said, the  meeting should not be an end in itself and only a pretext for  handshakes and joint photographs." The meeting should lead to  concrete results, including implementation of previously reached  agreements, "Balayan summed up.
