Prosecutor General`s Office of Armenia understands corrupt schemes  revealed in Lori region in granting social benefits

ArmInfo. The Prosecutor General's  Office of Armenia understands the corruption schemes identified in  the Lori region in the provision of social benefits.

So, according to the information of the Prosecutor General's Office  of Armenia, which arrived in ArmInfo, thanks to the operative and  investigation measures, it was found out that for approval and  accrual of benefits to socially unsatisfied residents of the  Aznvadzor community in 2018, the chief specialist of the territorial  agency of the social service of Vanadzor, A.M. with the mediation of  the operator "HayPost" of the Aznvadzor community VA. demanded from  the above individuals the amount of an equal monthly allowance.  According to the Prosecutor General's Office, at once five residents  of Aznwadzor community applied to the police, about the fact that  A.M. requires them an amount in the amount of a monthly or two- month  allowance, for the approval of the annual allowance that they are  legally entitled and accrued. In fact, criminal proceedings were  instituted in accordance with paragraph 2 of part 3. Art. 3111 of the  RA Criminal Code and part 2 of Art. 3121 of the RA Criminal Code.

"The investigation found out that AM, with the mediation of VA, from  2008 to March 26, 2018, received illegal payment on a particularly  large scale for approving the benefits to the above-mentioned five  persons.  Thanks to the factual evidence obtained, AM on April 11 of  this year was he was detained, and on April 14 he was charged on the  grounds of articlesfull 3111, part 4, paragraph 2. As a preventive  measure, an arrest was selected, while VA was charged on the grounds  of articlesfull 38-3111, part 3 .2 As a measure of restraint, a written  undertaking not to leave the place was chosen, "the message to the  General Prosecutor's Office reads. At the same time, the department  stresses that in connection with this incident it was entrusted to  conduct inspections on the provision of social assistance in the Lori  region, as a result of which a number of corruption schemes were  clarified.

So, a resident of the community of Bazun of the Lori region, informed  the police that A.M. for inclusion in the list of persons receiving  benefits, she demanded payment from her and she paid the amount of  one month for receiving the allowance she was entitled to. The money  was passed to AM personally, and through the postal operator  "HayPost" of the community Bazun E.Kh. On this fact, on April 23, a  criminal case was instituted under Art. 3111 part 3 of Article 2 and  Art. 3121 Part 2 of the RA Criminal Code, then it was decided to  merge both cases into one production. The preliminary investigation  is ongoing, measures are taken to identify all causes of the  incident, as well as the circle of persons involved.  At the same  time, the Prosecutor General of Armenia Artur Davtyan instructed the  RA Police to take operational-investigative measures to identify  possible criminal manifestations and their mechanisms in the process  of granting benefits from the territorial bodies of the social  service throughout the country.
