View from Baku:One should not mix EU-Armenia agreement with EU  agreements with Georgia, Ukraine, and Moldova . 

ArmInfo. To confuse the EU-Armenia agreement signed yesterday with the agreements signed in previous years with Georgia, Ukraine, and Moldova clearly is not  worth it. The head of the club of political scientists "South  Caucasus" (Baku) Ilgar Velizade expressed similar opinion to ArmInfo.

On November 24, Armenia signed the Agreement on Comprehensive and  Enhanced Partnership with the EU on the margins of the Eastern  Partnership Summit in Brussels. Signatures under the agreement in the  presence of the president RA President Serzh Sargsyan and Chairman of  the European Council Donald Tusk were appointed by the RA Foreign  Minister Edward Nalbandian and the head of European diplomacy  Federica Mogerini.

"First of all, due to the exclusion of the prospects of Armenia's  integration into the EU for a number of reasons, primarily due to  Armenia's membership in the EAEC.The violation of the rules of the  EAEC will entail an exclusion from this organization.Considering the  economic and political risks facing Armenia for leaving the EAEC,  Yerevan will never do it, because of these circumstances, the  interaction between the EU and Armenia, even on the basis of a new  agreement, is quite clearly limited, "the political scientist  believes.

According to him, the framework agreement with Armenia determines the  outlines of cooperation with the EU for the forthcoming prospects,  not envisaging the implementation of the issues of Armenia's  integration into the European economic and political space.

In addition, the new agreement, according to Velizade, takes into  account new realities and changes in the European Union that arose  after the start of the Eastern Partnership program. In his opinion,  the previous agreement between the EU and Armenia from 1996 was  concluded in another political era and, due to a number of  circumstances, lost its significance.

The agreement on a comprehensive and expanded partnership has already  become public. The accent in the extensive 357-page document is put  on the affirmation of justice, freedom, security in Armenia;  reforming the Constitution and the judiciary; observance of human  rights and fundamental freedoms, etc. All this is provided that the  European Union participates in financing various projects in Armenia.
