Political expert: Yerevan should present provocations of Aliyev to  CSTO and OSCE MG attention

Yerevan should officially present Ilham Aliyev's recent  provocations on the border with Armenia and his provocative speeches  in Baku to the attention of the CSTO and the co-chairs of the OSCE  Minsk Group. Stepan Grigoryan, director of the Analytical Center for  Globalization and Regional Cooperation, expressed such an opinion to  ArmInfo.

On September 24, Armenian and Azeri FMs Edward Nalbandian and Elmar  Mammadyarov, in the presence of the OSCE Minsk Group co-chairs,  discussed the organization of the meeting of the presidents of  Armenia and Azerbaijan in New York. The last meeting between Serzh  Sargsyan and Ilham Aliyev was held in June 2016 in St. Petersburg.  Earlier in the same year, a similar meeting was held in Vienna.  To  continue the negotiations at the highest level, Yerevan insists on  the implementation of proposals on the deployment of mechanisms for  investigating incidents in the conflict zone, agreed in Vienna and  St.  Petersburg. Azerbaijan refused to sign this agreement.

"It seems to me that on the eve of the meeting of the Presidents of  Armenia and Azerbaijan the murder of an Armenian serviceman in  Tavush, on the Armenian-Azerbaijani border is nothing but a  provocation, and the CSTO and the Minsk group co-chairs should  somehow react, after all, the CSTO and Russia have Armenia is obliged  to ensure security, however, they refer to OSCE MG in each such case,  and Yerevan, in the light of the latest murder of an Armenian  soldier, should remind them of these obligations, "he said.

The political scientist causes the murder of the Armenian serviceman  with the upcoming Sargsyan-Aliyev meeting, noting, in this light, the  achievement of any agreements with Baku as extremely dangerous. He  estimates that today Aliyev is once again trying to impose his own  negotiating agenda on Armenia bypassing the Vienna and St. Petersburg  agreements.

"Baku rightly fears the implementation of these agreements, in  particular, the introduction of a mechanism for investigating  incidents and creating an atmosphere of confidence, and the recent  meetings of the foreign ministers, the upcoming meeting of the  presidents for Azerbaijan, is another attempt to present their own  preconditions, in particular, demands for the withdrawal of Armenian  forces from the territories of Artsakh" , Grigoryan said.  On October  11, RA military serviceman Chaplin Armenovich Markaryan (born in  1998) was killed in one of the combat positions of the Armenian Armed  Forces located in the northern direction of the Armenian- Azerbaijani  state border as a result of the violation of the Azerbaijani Armed  Forces ceasefire.
