Full text on coalitional memorandum between RPA and Dashnaktsutyun

ArmInfo. The signing of  coalitional cooperation memorandum between Armenian Republican Party  and ARF Dashnaktsutyun took place in Armenian President's residency.  The memorandum will be active by the end of National Assembly of 6th  convocation (by 2022 editor's notes).

According to Armenian President press service, RPA and ARFD, signing  this memorandum, took on them political responsibility for  Government's whole activity. In above mentioned document strategic  aims of cooperation are attached within the political coalition,  priorities, the activity and arranged order. 

From the side of RPA the document was signed by deputy chairman of  the party Armen Ashotyan, and from the side of ARFD the  representative of Upper Body ARF Dashnaktsutyun Aghvan Vardanyan.

"ARFD and RPA, confirming the commitment to the agreement, signed on  February 24 2016 and the responsibility to implement the points  attached to it, considering the results of the parliamentary  elections conducted on April 2 2017, comparing RPA and ARFD pre  electoral programs presented during the elections, paying importance  to deepening of systematic and qualified changed released from Dec  2015 by the constitutional reforms and the necessity to make them  unchanged, considering the priority to create the authorities of new  quality aimed to create in the public trust and optimism to the  Government in the future, aimed to provide safe and successful life  of the people by means of unifying the efforts of the two parties in  the Government- we form the coalition and take political  responsibility for all the activity of the Government", the  memorandum reads.

Subsequently the document involved strategic goals of cooperation: to  provide unity of the right protection safety and the freedom of  people, to reform legislative field in accordance to best  international experience, to provide transparency of authorities'  activities, to promote democratic relations and constructiveness  between the political forces, to provide Armenian and Artsakh  security, to follow only national interests in foreign policy, to  provide the participation of all Armenian nation in state  construction deal.

Among the priorities of the coalition are indicated - giving a new  impulse to the fight against corruption and the implementation of a  personnel policy based on effectiveness of the workforce, the  restructuring of the Government, taking into account the  effectiveness of its activities, continuing the reform of the  electoral system, the review  of current social policy  and the  formation of a social market economy that provides the country's  growth, the creation of mechanisms that exclude the possibility of  ruthless exploitation of mineral resources and environmental damage.   The order of formation of the coalition activity: the ruling  coalition regulates the activity of the whole Government, the  coalition parties are guided by the principles of mutual respect,  consensus and constructivism, positions in the coalition are  distributed on a consensus basis, the privilege of choosing the  candidacy for the Prime Minister  remains for the Republican Party.

The sides of the coalition are obliged to solve the issues on the  consensus basis, and in case of disagreements, to submit their  positions to the public, at that following the orders of mutual  respect.  Regardless from the position the sides are obliges to  accomplish undertaken decisions in every stage.
