Lilit Galstian, an MP from the opposition Armenia faction and a member of the Armenian delegation to the OSCE Parliamentary Assembly, has sharply criticized the selective application of international law and the international community's inaction regarding Azerbaijan's aggression against Artsakh.
" International law does not weaken overnight. It is weakened every time violations go unnoticed. Each time political convenience prevails over legal obligation, or we apply standards selectively. The growing distance between our commitments and the choices we make should concern us all," Galstian said at the 33rd annual session of the OSCE PA in The Hague. She stated that the forced displacement of more than 120,000 indigenous Armenians from Nagorno-Karabakh did not happen because of the absence of international law.
" The aggression by Azerbaijan and the subsequent ethnic cleansing, revealed the inadequacy of our collective response," Galstian stated, posting a video of her speech on her Facebook page.
The parliamentarian noted that over the past 6 years Azerbaijan has repeatedly ignored International Conventions and resolutions, including ICJ and IC Courts binding decisions for the immediate lift of the blockade, securing the safe return of the displayed native population, condemning the destruction of Armenian legacy, the ongoing sham trials of former political and military leaders of Artsakh.
Concluding her speech, Galstian stated that it's absolutely evident, credibility is eroded when it's principles and regulations are not defended and violations are met with silence. She urged everyone to remember that international law is not negotiable, and shared principles are not optional " Our principles are as strong as our willingness to defend them," she said.
It should be noted that the 33rd annual session of the OSCE Parliamentary Assembly is being held in The Hague from July 3 to 8, 2026, under the motto " OSCE, 30 Years: Response to New Reality." During the forum, parliamentarians from participating states will discuss issues of international security, compliance with international law, human rights protection, democratic institutions, and the resolution of regional conflicts. Earlier, during this same session, Lilit Galstian called for an international mission to monitor the trials of former Artsakh leaders.
