PAP to apply to RA Constitutional Court for re-run of ballot at three  polling stations

ArmInfo.The legal team of Gagik Tsarukyan's Prosperous Armenia Party will appeal to the Constitutional Court on June 19, demanding a re-run of the ballot at three polling stations where the results of the June 7 parliamentary  elections were previously annulled. This was reported by PAP press  secretary Iveta Tonoyan.

She emphasized that the outcome of the elections is determined by the  people, not by the head of the Central Electoral Commission of  Armenia, Vahagn Hovakimyan, and his pen. Tonoyan added that, based on  the results of the June 7 elections, the PAP clearly garnered the  necessary number of votes and exceeded the threshold set for entering  the National Assembly.

"However, following this, the Central Electoral Commission illegally  declared the results of the votes at three polling stations invalid,  thereby artificially depriving the Prosperous Armenia Party of the  opportunity to be represented in parliament. The Central Electoral  Commission then, in violation of the law, failed to conduct re-votes  at these polling stations, violating the rule of law and citizens'  electoral rights for a second time. Re-runs must be held at these  three polling stations to fully realize the will of the citizens and  ensure that every vote has legal force," the PAP representative added  in her Facebook post.

She stated that it is unacceptable for more than 3,000 Armenian  citizens to be deprived of their right to vote, and for only the  voter to decide which political forces should be represented in the  National Assembly, and that no administrative or political decision  can replace the will of the people.

"The people decide the outcome of the elections, not Vahagn  Hovakimyan with his pen: Tomorrow, the Prosperous Armenia Party's  legal team will appeal to the Constitutional Court. We will utilize  all available legal tools and procedures to restore the violated  rights of voters. We reaffirm that in this fight for justice, we will  continue to act consistently, in a principled and exclusively legal  manner, without deviating from the path we have chosen. Justice must  be restored, and the voice of every citizen must be respected. This  is not just a matter for the Prosperous Armenia Party (PAP), but a  fight for justice and the rule of law," the PAP concluded.

As a reminder, regular parliamentary elections were held in Armenia  on June 7, 2026. On June 14, Central Election Commission (CEC)  Chairman Vahagn Hovakimyan presented the final results of the  parliamentary elections. According to him, the Civil Contract Party  entered the Armenian parliament with 49.7456% of the vote, Samvel  Karapetyan's Strong Armenia bloc with 23.2710%, and second president  Robert Kocharyan's Armenia bloc with 9.9231%. Gagik Tsarukyan's  Prosperous Armenia Party failed to pass the 4% parliamentary  threshold following a recount, receiving only 3.9893%.

Tsarukyan's party failed to pass the threshold after the Central  Election Commission of Armenia annulled the results of three polling  stations where Tsarukyan's party received more than 200 votes. Thus,  according to Hovakimyan, the seats were distributed as follows:  Pashinyan's party received 64 seats, achieving a constitutional  majority of 3/5 in parliament. Karpetyan's bloc received 29 seats,  and Kocharyan's bloc 12 seats. Thus, the Civil Contract Party has a  3/5 majority, which allows it to pass constitutional laws and make  appointments, but the party does not have the 2/3 majority necessary  to make direct amendments to the Constitution of Armenia.
