ԱԺ փոփոխություն և լրացումներ է կատարել ՙԽաղաղ նպատակներով ատոմային էներգիայի անվտանգ օգտագործման մասին՚ օրենքում

 Ազգային ժողովը սեպտեմբերի 30-ի նիստում երկրորդ և վերջնական ընթերցմամբ ընդունել է ՙԽաղաղ նպատակներով ատոմային էներգիայի անվտանգ օգտագործման մասին՚ Հայաստանի Հանրապետության օրենքում փոփոխություն եւ լրացումներ կատարելու մասին օրինագիծը: Բացի այդ, խորհդրարանականները ուղղումներ են կատարել ՙԿազմակերպություններում և հաստատություններում ստուգումների կազմակերպման և անցկացման կարգի մասին՚ օրենքում:


Ինչպես իր ելույթում նշել է  ՀՀ կառավարությանն առընթեր միջուկային անվտանգության կարգավորման պետական կոմիտեի նախագահ Աշոտ Մարտիրոսյանը, մինչև երկրորդ ընթերցրումն առաջարկություններ էին ստացվել ԱԺ փոխոխսնակ Հերմինե Նաղդալյանից, որոնք ընդունվել են: Ներկայացված փաթեթի հիմնական նպատակը միջուկային ահաբեկչության և միջուկային նյութի ապօրինի օգտագործման բացառումն է: Մասնավորապես, առաջարկվում է կարգավորել միջուկային նյութի հաշվառմանը, դրա կիրառման նկատմամբ վերահսկողության խստացմանը և հաշվառումից հանելուն առնչվող հարցերը: Օրինագիծը մշակվել է ԱԷՄԳ փորձագետների աջակցությամբ: Խնդիրը բարդանում է այն առնչությամբ, որ հայերենում բացակայում են անգլերենում կիրառվող մի շարք տերմիններ: Օրինագիծը սահմանել է միջուկայի նյութի 25 անվանումների ցանկը, որոնց նկատմամբ վերահսկողության խստացում է նախատեսվում: Խոսքը վերաբերում է բարձր հարստացման ուրանին, աղքատացված ուրանին, ռադիոակտիվ իզոտոպներին և այլն:


Փաթեթով սահմանված են նաև միջուկային էներգիայի օգտագործման չափորոշիչները, որոնք մշակել է ԱԷՄԳ, ինչպես նաև երաշխիքների կիրառումն այդ չափորոշիչներն իրացնելիս: Նախատեսվում է, մասնավորապես, խստացնել վերահսկողությունն օգտագործված միջուկային վառելիքի նկատմամբ, որը պետք է հաշվառման վերցվի` անցնելով համապատասխան տեխնիկական ընթացակարգեր: Փաթեթն ընդունվելու դեպքում հայկական կողմը պարտավորվում է պարբերաբար տեղեկատվություն տրամամդրել ԱՏՄԳ միջուկային` նյութին առնչվող իրավիճակի վերաբերյալ, ինչն իր հերթին փաթեթի հեղինակներին դրդել է փոփոխություն կատարել ՙԿազմակերպություններում և հաստատություններում ստուգումների կազմակերպման և անցկացման կարգի մասին՚ օրենքում: Օրինագծերի ընդունման կարևորությունը պայմանավորված է նաև այն հանգամանքով, որ 1956 թվականից, երբ ստեղծվեց ԱԷՄԳ, աշխարհի 14 երկրների ատոմակայաններում տեղի են ունեցել 150 տարբեր բնույթի վթարներ, իսկ ռադիոակտիվ նյութերը 24-240 հազար տարի շարունակում են ռադիոակտիվության անջատման գործընթացը: Հիշեցնենք, որ Հայաստանի իշխանությունները մտադիր են նոր միջուկային էներգաբլոկ կառուցել Մեծամորի ԱԷԿ հարթակում: 1976 թվականին շահագործման հանձնված ԷԱԿ-ում այժմ գործում է միայն 407,5 ՄՎտ հզորությամբ երկրորդ բլոկը, որն արտադրում է Հայաստանում արտադրվող ողջ էլեկտրաէներգիայի միջին հաշվով 40-50 տոկոսը: Առայժմ խոսք է գնում 1000 ՄՎտ հզորությամբ մեկ էներգաբլոկի կառուցման մասին: ՙՊետատոմհսկողության՚ տվյալներով, ՀԱԷԿ նոր բլոկի շինարարության արժեքը կկազմի շուրջ  5 մլրդ դոլար: Հայաստանի կառավարությունն ապրիլին երկարաձգել է ՀԱԷԿ երկրորդ էներգաբլոկի նախագծային շահագործման ժամկետը: Կառավարության որոշման մեջ նշվում է, որ Հայաստանի գործող օրենսդրությանը համպատասխան, ՀԱԷԿ երկրորդ էներգաբլոկի շահագործման լիցենզիան տրված է 2011 թվականին` 10 տարի ժամկետով, սակայն ըստ շահագործման պայմանների դրա ժամկետը լրանում է 2016 թվականի սեպտեմբերի 1-ին:
